The Japan International Cooperation Agency (JICA) convened a pivotal seminar on 21st August 2024 in Chennai, aimed at strengthening urban flood control measures across India. The event, held in collaboration with the National Disaster Management Authority (NDMA) and Tamil Nadu State authorities, was a key component of the “Project for Formulation of Comprehensive Flood Control Master Plan in Urbanised River Basins in Chennai”. This initiative underscores the pressing need for improved flood management strategies in the wake of recurrent and severe flooding incidents in Indian cities.
Chennai, a city frequently grappling with devastating floods, witnessed significant flooding in both 2015 and December 2023. Recognising the urgency, JICA has been instrumental in developing a comprehensive flood control master plan for four major river basins in Chennai — Kovalam, Adyar, Cooum, and Kosasthalaiyar — since February 2022. This endeavour, undertaken in close coordination with Tamil Nadu Disaster Risk Reduction Agency (TNDRRA), Chennai Metropolitan Development Authority (CMDA), Tamil Nadu State Water Resources Department (TNWRD), and Greater Chennai Corporation (GCC), involves extensive consultations with local stakeholders. The outcomes of these efforts are set to be integrated into the upcoming third master plan for the Chennai Metropolitan Area (CMA) for 2027-2046, expected to be finalised this December.
The seminar provided a platform for in-depth discussions on various aspects of urban flood control, drawing insights from India’s challenges and Japan’s extensive experience in this domain. Participants included key representatives from disaster management and urban development agencies across India, such as stakeholders from Tamil Nadu, NDMA, Assam, Gujarat, Maharashtra, and Telangana. Additionally, representatives from international financial institutions like the World Bank, Asian Development Bank, and KfW were present, highlighting the potential for enhanced donor collaboration in the future implementation phases of the master plan. The presence of Japanese companies such as Funayama Co., Ltd., Ishigaki Co., Ltd., KUBOTA Corporation, and Padeco Co., Ltd. at the seminar further underscored the importance of integrating advanced technologies and solutions in flood management and disaster response. These companies showcased their innovative products and services, aiming to contribute to more effective flood control and rescue operations in India.
The seminar underscored the need for a comprehensive and collaborative approach to flood management, combining local knowledge with international expertise and technological innovation. As the formulation of the flood control master plan progresses, the focus remains on fostering resilient urban infrastructures that can withstand the increasing frequency and intensity of flood events. The ongoing collaboration between JICA, Indian authorities, and international partners will be crucial in realising these objectives and mitigating the impact of urban flooding across India.
