Chennai Metro Rail Limited’s (CMRL) proposed takeover of the city’s Mass Rapid Transit System (MRTS) is now awaiting only the final nod from the Railway Board, marking a key milestone in the decade-long integration effort designed to enhance commuter services and sustainability.

According to sources close to the Railway Board, all dossiers have been cleared through various departments and the matter now rests with the Chairman. Upon his approval, it will proceed to the Union Railways Minister’s desk before formal handover to the Tamil Nadu government. The resubmission, following a memorandum to the Prime Minister in May advocating MRTS transfer, has accelerated the process. Earlier in the year, the Southern Railway addressed queries, reflecting focused momentum within the project. For Chennai commuters, the proposed shift signifies potential modernisation of station infrastructure, streamlined operations, and enhanced safety features. Transit users express enthusiasm about anticipated improvements in station maintenance, cleanliness, and passenger amenity standards under Metro management, while urging that affordable fares are retained.

Should the Rail Board Chairman and Minister sign off, CMRL would have to devise a detailed transition blueprint covering station operations, rolling stock maintenance, and revenue management. The shift would likely roll out in phases, spanning several months to ensure a seamless takeover. Experts assert that integrating MRTS under Metro administration fulfils a broader vision of multimodal urban transit, achieving economies of scale in maintenance and asset use. Bringing MRTS into the Metro fold supports Chennai’s ambition to build low-carbon, equitable mobility infrastructure. With unified oversight, plans can be laid for integrated ticketing, network expansion, and enhanced safety, especially along vulnerable sections of the line. Rail analysts also highlight the strategic value of this transfer following the Centre’s clean, green infrastructure agenda. MRTS, with its less visible upkeep compared to the Metro, stands to gain from Metro-standard energy-efficient station facilities and elevated passenger perception.

Challenges nonetheless lie ahead. CMRL will need to balance investments across multiple transit corridors without straining budgets or management bandwidth. Ensuring a fair fare regime for MRTS commuters, mostly daily travellers, must remain central to planning, emphasising the need for revenue models that do not marginalise lower-income users. A commuter rights advocate observes that this could be a game changer for Chennai’s transit ecosystem, enabling unified service delivery and facility standards. The same advocate underscores that without fare equity, social inclusiveness risks being compromised.

As the file awaits final clearance, stakeholders are hopeful the transition can herald a new chapter in Chennai’s urban transport, blending efficiency with sustainability and rider-centric design.
