Chandigarh Disability Rehabilitation Hub To Be Established

Chandigarh is preparing to set up its first district-level disability rehabilitation hub, a move that could significantly improve access to therapy, assistive services and certification for people with disabilities in the city. The facility is expected to function as an integrated support centre rather than a standalone clinic, bringing together services that are currently spread across different departments and institutions.

According to recent official updates, the proposed centre will operate from an existing rehabilitation campus in Sector 38-B and will offer multiple services under one roof. These include early intervention for children, physiotherapy, speech therapy, occupational therapy, counselling and access to assistive devices. The aim is to reduce the time and effort required for families to navigate separate hospitals, government offices and certification centres for disability-related services. The project is being aligned with national programmes run by the Department of Empowerment of Persons with Disabilities, which already supports district disability rehabilitation centres across the country. Government scheme documents show that such centres are designed to provide rehabilitation services at the district level, including early detection of disabilities, therapy support, distribution of assistive devices and assistance in obtaining disability certificates and benefits.

Urban planners say the proposed facility reflects a broader shift in how Indian cities are approaching social infrastructure. While urban development has traditionally focused on roads, housing and transport, cities are now under pressure to expand services that improve accessibility and quality of life for vulnerable groups. Disability rehabilitation hubs, especially those integrated with education and healthcare services, are increasingly being seen as essential urban infrastructure rather than welfare-only projects. The Chandigarh initiative is also expected to focus strongly on early intervention. Plans indicate that the centre will include dedicated services for children in the early age group, offering multidisciplinary therapy and educational support. Experts note that early identification and treatment can significantly improve long-term outcomes for children with developmental or physical disabilities, reducing future dependence on institutional care.

There are wider economic and social implications as well. Accessible therapy services, assistive-device support and skill-development programmes can help people with disabilities participate more actively in education and employment. In cities with growing service economies, improved accessibility often leads to greater workforce participation and more inclusive urban growth. The move also highlights the importance of coordinated service delivery. At present, many families have to visit multiple locations for disability certification, therapy and financial assistance, often resulting in delays and additional costs. A single integrated hub could simplify this process and make public services more efficient.

As planning for the new centre moves forward, the focus will shift to staffing, equipment and long-term funding. If implemented effectively, the disability rehabilitation hub could become an important example of how cities can integrate healthcare, social services and inclusive design into everyday urban development rather than treating them as separate sectors.
