Mumbai’s Central Railway division has intensified efforts to curb irregular travel across its suburban and long-distance services, detecting 9.63 lakh cases of ticket violations between April and October 2025. These enforcement actions have yielded fines totalling ₹40.59 crore, underscoring the scale of fare evasion and the need for continued compliance measures.
The data released by railway authorities indicates that second-class suburban coaches bore the brunt of irregular travel, with 6.98 lakh cases recorded, averaging over 3,200 incidents per day. First-class coaches reported 91,837 instances, while air-conditioned local trains recorded 71,045 cases, representing more than 330 daily ticketless travellers. Mail and Express services accounted for 13,301 cases linked to fare differences, and unbooked luggage violations totalled 88,713. Financial recovery has mirrored the severity of violations, with second-class penalties amounting to ₹33.69 crore, first-class fines at ₹2.93 crore, and air-conditioned local fines at ₹2.28 crore. Additional collections included ₹0.71 crore from fare differences in long-distance services and ₹0.98 crore from unbooked luggage. In October 2025 alone, 1.34 lakh infractions generated ₹6.16 crore in penalties, reflecting consistent monitoring and enforcement.
To strengthen compliance in AC suburban trains, Central Railway has established a dedicated AC Local Ticket Checking Squad. Operating across Mumbai’s suburban network, which runs 1,810 daily services including 80 AC locals, the squad leverages a 24/7 WhatsApp complaint system to address commuter concerns swiftly. On average, the unit detects over 300 fare violations daily, recovering more than ₹1 lakh in fines every day. “Ticket compliance is vital for sustaining the efficiency and safety of suburban operations,” an official said. “These checks also ensure that passengers enjoy a dignified journey, free from overcrowding and revenue leakage.” Railway experts note that regular enforcement and public awareness campaigns can complement technological interventions such as smart ticketing to further reduce irregular travel.
Passenger associations welcomed the intensified monitoring, emphasising that consistent oversight encourages responsible commuting behaviour and protects revenue crucial for network maintenance and upgrades. Officials have appealed to all commuters to purchase valid tickets, highlighting that enforcement is part of a broader strategy to maintain safe, orderly, and equitable services across suburban, Mail, and Express trains. The combined focus on compliance, infrastructure, and public communication aims to enhance the overall commuter experience while ensuring financial sustainability for the Central Railway network.
