BMC Warns Nobody Spared Issues Notice To Metro Contractor As MMRDA Defends

Mumbai’s ongoing metro expansion has come under renewed environmental scrutiny after the city’s municipal corporation issued a fresh show-cause notice to a metro construction contractor for repeated violations of air pollution control norms. The notice, linked to works along a key commercial corridor in the western suburbs, highlights persistent gaps in dust suppression and site management, raising wider concerns about how large infrastructure projects balance speed with sustainability.

According to civic officials, the latest action follows inspections at a ready-mix concrete facility supporting an elevated metro corridor spanning over two kilometres. The contractor, appointed by the regional metropolitan development authority, was found non-compliant on the majority of applicable pollution mitigation measures. This marks the third such notice served on the same contractor in three years, including a temporary work suspension issued earlier in the project lifecycle. The municipal corporation introduced a 28-point pollution control framework in late 2023, aimed at curbing construction-related emissions amid worsening urban air quality. The guidelines mandate measures such as covered material transport, mechanised dust suppression, wheel-washing facilities, on-site waste management, and real-time air monitoring. Officials familiar with the inspection said that failures ranged from inadequate dust control to poor housekeeping at the concrete batching unit servicing the metro works.

Civic authorities argue that repeated non-compliance undermines public health safeguards, particularly in dense business districts where construction activity coincides with high pedestrian and commuter footfall. “Large public projects cannot be exempt from environmental accountability simply because of their scale or strategic importance,” said a municipal official, adding that enforcement actions are meant to ensure uniform compliance across public and private construction sites. The metropolitan development authority overseeing the metro project has, however, defended the contractor, stating that corrective measures are being implemented and that overall project progress remains aligned with regulatory expectations. An official associated with the project said environmental management plans are continuously updated and that contractors are instructed to rectify gaps immediately after inspections.

Urban planning experts note that Mumbai’s infrastructure push is colliding with its climate and public health commitments. Construction dust remains a significant contributor to particulate pollution, particularly during dry months. “Sustainable mobility is not only about running electric trains,” said an industry expert. “It also involves ensuring that construction processes themselves do not degrade urban air quality or disproportionately affect nearby communities.” As Mumbai invests heavily in mass transit to reduce long-term vehicular emissions, enforcement of pollution norms during construction is emerging as a critical credibility test. Strengthening on-site monitoring, adopting cleaner construction technologies, and ensuring contractor accountability will be key to aligning infrastructure growth with the city’s vision of a low-carbon, inclusive, and liveable urban future.
