BMC Unveils ‘Vision 2027’ for Comprehensive School Education Growth

Mumbai’s Brihanmumbai Municipal Corporation (BMC) has launched its ambitious ‘Vision 2027’, an initiative designed to foster the all-round development of students in the city’s civic-run schools. Presented by BMC Commissioner Bhushan Gagrani, Mission SAMPURN will be the driving force behind this transformation. The acronym SAMPURN stands for School Infrastructure, Admission, Merit, Productivity, Universalisation of Education, Responsibility, Nutrition, and Health, with the program aiming to provide holistic development to students in line with the National Education Policy 2020 (NEP) and the Right to Education (RTE) policy.

The BMC has allocated a total of ₹3,955.64 crore for its education department in the 2025-26 fiscal year, marking a significant rise from ₹3,497.82 crore in the previous year. Despite this increase of ₹457.82 crore, the education department’s share in the overall BMC budget has dropped slightly by 1.07 percentage points. Key features of the Vision 2027 initiative include a strong emphasis on financial literacy, cyber literacy, and robotics projects—first-time allocations within the BMC’s education budget. ₹23.6 crore has been earmarked for cyber literacy, aimed at equipping students in Classes 8 and 9 with the necessary skills to navigate the digital world for educational purposes. This will involve a year-long training program designed in collaboration with industry experts.

Another pioneering addition is the Mission Financial Literacy, with a ₹12 crore budget allocated for students in Classes 6 to 9. This project will offer real-world financial concepts such as budgeting, investment, insurance, loans, and interest through interactive teaching methods, including field visits. To keep the curriculum up to date with global trends, ₹10 crore has been set aside for STEM education, particularly through robotics projects (STERM). The aim is to cultivate creative and analytical thinking skills, with dedicated STEM labs to be established at civic schools. Further expanding on existing educational schemes, the BMC has allocated ₹7.23 crore for the development of 112 computer labs and a gamified learning app for 32,659 students in Classes 8 and 9. These efforts aim to make learning more engaging while improving students’ technological skills.

In addition to these forward-thinking projects, the BMC’s education budget also includes the Purak Poshan Aahar scheme, designed to provide essential nutrition to students from pre-primary to Class 10. ₹117.37 crore has been allocated to ensure students receive adequate nutrition to enhance their learning capabilities. However, the BMC is also facing challenges with ₹6,581.08 crore in dues owed by the state government, mainly for the remuneration of teaching and non-teaching staff in civic schools. This ongoing issue has hindered the timely reimbursement of salaries as per state norms. Currently, the BMC provides free education to 2,60,544 students in 938 primary schools across multiple languages, with a dedicated team of 1,244 teachers. It also offers free education to 38,450 students in 191 secondary schools, further expanding the reach and impact of its education system. With its commitment to providing holistic education, Vision 2027 marks a transformative step for Mumbai’s civic schools, promising an innovative, inclusive, and well-rounded future for its students.
