The Brihanmumbai Municipal Corporation (BMC) has taken a decisive step to resolve the long-pending rehabilitation issue of Project Affected People (PAP) in Mulund. Confirming the allocation of homes exclusively for local families impacted by infrastructure projects, the BMC will provide approximately 4,000 residential units in Mulund East. The remaining units from the Mulund PAP housing project will be converted into staff quarters for BMC employees.
In a letter addressed to the Principal Secretary of the Urban Development Department, BMC Commissioner Bhushan Gagrani detailed the specifics of the project. Construction is currently underway across seven administrative wards, including Mulund (East) and Bhandup, where a total of 7,439 and 1,903 tenements, respectively, are being built. Initiated in March 2022, the construction of these PAP tenements is expected to conclude within five years, with homes in Mulund and Bhandup becoming available for occupation by BMC within the next three years. To streamline the process, the state government’s Housing Department issued a new policy on PAP tenements, articulated through a Government Resolution (GR) on August 19, 2024. The policy emphasizes transparency and fairness in the allocation of homes to those displaced by public projects.
It ensures that eligible beneficiaries are prioritized based on proximity to the affected site, thereby facilitating the relocation of displaced residents to nearby areas. Under the terms set by the BMC, all tenements constructed in Zone VI will be reserved for local PAP families. The Deputy Municipal Commissioner of Zone VI confirmed that 4,244 residential units and 1,902 non-residential units would be allocated to families impacted by local infrastructure projects. Surplus tenements will be converted into quarters for BMC staff. A government leader expressed satisfaction with the progress, stating, “The residents of Mulund who have long fought for their rightful homes have finally received justice. Only Mulund’s Project Affected People (PAP) will benefit from this rehabilitation project; no others will be allowed to claim these homes.” He added, “Residents who sacrificed their homes for key infrastructure projects, including the Mulund-Goregaon Link Road, Mulund Nallah expansion, road developments, and the Sanjay Gandhi National Park, will soon receive the homes they deserve.
These Mulundkars will be resettled in the newly constructed units, while the remaining 3,500 tenements will be designated for BMC staff quarters. The alleged mishandling under Uddhav Thackeray’s administration in 2022 will no longer impact these residents, as the government has now ensured justice for Mulund citizens.” This development represents a significant step forward in addressing the rehabilitation needs of Mulund’s displaced residents. It provides much-needed relief to thousands of families who have been awaiting resolution, reaffirming the BMC’s commitment to equitable urban development and community welfare. The project not only promises new homes for PAP families but also supports the broader goals of sustainable urban planning and inclusive growth for Mumbai.
