BMC Seeks Public Opinion On Controlled Pigeon Feeding At Kabutarkhanas

The Brihanmumbai Municipal Corporation (BMC) has launched a public consultation seeking citizen input on whether feeding pigeons at Kabutarkhanas across Mumbai should be regulated. The move follows three applications submitted by local trust boards and animal welfare advocates, now available for public review on the civic body’s official website. Citizens can share feedback until 29 August 2025 via email or in-person submissions at the F-South Ward Office in Parel.

Officials said the initiative comes in response to petitions concerning controlled feeding at Dadar Kabutarkhana. The proposal underlines a structured approach, suggesting feeding hours from 6 am to 8 am with specified conditions. The Bombay High Court, while considering petitions related to pigeon feeding, emphasised that public notice and feedback are essential before granting permission. The court highlighted that prior restrictions on feeding were implemented to safeguard public health, noting that the sanctity of those regulations should be maintained. Earlier, the BMC had placed tarpaulin covers at Dadar Kabutarkhana to prevent unscheduled feeding, a move that prompted public protests. The civic administration now seeks a balance between traditional practices and urban health imperatives. Officials emphasised that a controlled feeding framework could ensure the welfare of the birds while mitigating hygiene and safety concerns for residents.

In parallel, the Maharashtra government has proposed a committee of 11 experts to study the scientific and public health implications of pigeon feeding. The committee is expected to provide recommendations by 20 August. Officials noted that the study will evaluate both environmental and societal impacts, including waste management, disease control, and urban ecosystem sustainability. Animal welfare advocates have argued that regulated feeding supports the ethical treatment of pigeons while reducing uncontrolled congregation at public spaces. Meanwhile, residents have expressed mixed views, with some concerned about health hazards, while others advocate preserving longstanding cultural traditions.

The BMC’s consultation represents an effort to involve citizens in decision-making, aligning with urban sustainability goals. Experts note that regulated feeding at defined hours, coupled with public awareness campaigns, can reduce risks associated with bird waste, improve hygiene at Kabutarkhanas, and foster coexistence between city dwellers and wildlife. The feedback window, open until 29 August, offers Mumbai residents an opportunity to influence the policy framework. Officials expect that incorporating citizen suggestions will enhance compliance, reinforce public health measures, and ensure equitable management of city resources while respecting cultural practices.
