Bihar Unveils ₹1.5 Trillion Policy to Add 24GW of Clean Energy Capacity
Bihar has rolled out an ambitious renewable energy policy aimed at attracting ₹1.5 trillion in investments and building 24GW of clean power capacity by FY2030. The policy, aligned with India’s net-zero vision, introduces a series of investor-friendly reforms and incentives to accelerate the shift toward sustainable energy. With an emphasis on solar, wind, biomass, and hybrid sources, the state also plans to expand energy storage and electric mobility infrastructure.
Framed by the Bihar Renewable Energy Development Agency (BREDA), the policy paves the way for a diversified energy portfolio including solar, wind, hybrid, biomass, and waste-to-energy projects. The roadmap also outlines an energy storage capacity of 6GWh, a critical requirement for grid stability and renewable integration. To draw investors and fast-track implementation, Bihar has promised a suite of financial and regulatory incentives. These include a full waiver on electricity duty for 15 years, 25-year open access, and transmission charge exemptions. Developers will also benefit from state-sponsored infrastructure up to 10km from their project sites, alongside SGST reimbursements, stamp duty exemptions, and single-window clearances.
Officials confirmed that a dedicated Resource Information Bank will digitally map district-level resources, making them accessible for project developers and reducing logistical delays. BREDA will act as the nodal agency for most RE projects, with designated departments handling hydropower and pumped storage capacities.Recognising the linkage between clean energy and mobility, the policy extends to EV infrastructure, aiming to stimulate deployment of charging stations. Though financial details remain unspecified, the inclusion signals a broader vision of low-emission urban transport. Bihar also intends to create a manufacturing hub for renewable energy components.
Manufacturers will receive preferential land leasing, investment subsidies, and tax exemptions, further boosting job creation and industrial growth. Additionally, a minimum of 5% of the state’s annual budget will support R&D in green technologies under a new innovation committee. Through this policy, Bihar not only targets energy security and climate resilience but also reinforces its role in India’s clean energy leadership.
