Bihar State Highway Act Plans New Expressway Network
Bihar is preparing a major policy shift in road infrastructure with plans to introduce a Bihar State Highway Act that would allow the state government to design, finance and operate its own expressways—an authority previously limited largely to national agencies.
Officials in the state’s road construction department are drafting the legislation to create a dedicated legal framework for building high-speed road corridors and upgrading key routes into state highways. The move is expected to accelerate the development of multiple expressways proposed under Bihar’s long-term infrastructure programme. Currently, most large highway projects in Bihar depend on national highway rules and central agencies for planning and implementation. By introducing the Bihar State Highway Act, the state government aims to gain greater autonomy over road planning and execution, enabling faster approval processes and more flexible financing models.
A central feature of the proposed law is the creation of an independent expressway authority responsible for planning, constructing and managing new high-capacity road corridors. The authority would also regulate toll systems and oversee partnerships with private investors involved in infrastructure development. Government planners say the policy is designed to support the construction of at least five major expressways that are expected to improve connectivity between Bihar’s major cities and industrial regions. These expressways are envisioned as six- or eight-lane corridors capable of supporting vehicle speeds of up to 120 kilometres per hour, significantly reducing travel time across the state.
The proposed framework also outlines clearer criteria for designating roads as state highways. Routes connecting two national highways, linking important cities to the state capital, or providing access to key tourism and religious destinations would qualify for the classification. Infrastructure planners say this approach could help develop more integrated regional transport networks. In states with rapidly growing populations and expanding economic clusters, high-speed road corridors often play a crucial role in improving freight movement and commuter mobility. Another component of the Bihar State Highway Act is the emphasis on public-private partnership models to fund large projects. By attracting private investment through mechanisms such as toll concessions and hybrid annuity contracts, the state hopes to limit direct fiscal pressure while still expanding its road network.
Urban economists note that improved highway connectivity can influence development patterns beyond transport alone. Faster intercity travel often encourages the emergence of logistics hubs, industrial corridors and new real estate markets along expressway routes. For landlocked states like Bihar, efficient road infrastructure is also essential for connecting agricultural regions with national markets. The policy initiative also aligns with broader efforts across India where state governments are developing their own expressway networks to complement national highway systems. Several states have already adopted similar frameworks to accelerate road construction and strengthen regional economic corridors.
If enacted, the Bihar State Highway Act could mark a structural transformation in how road infrastructure is planned in the state—potentially enabling faster project execution while positioning expressways as key drivers of economic growth, logistics efficiency and regional connectivity in eastern India.
