Urban planners note that cities such as Bhubaneswar—where construction activity, mobility networks and informal economic activity operate heavily in outdoor settings—are increasingly integrating heat mitigation protocols into daily governance. Measures like staggered work hours, hydration infrastructure and emergency monitoring are gradually becoming part of municipal climate adaptation strategies. Experts say such responses highlight the growing importance of climate resilience in urban management, particularly as Indian cities continue to expand infrastructure and housing projects during hotter months of the year. Civic authorities indicate the restrictions will remain in place while extreme heat risks persist, with monitoring teams assessing weather patterns and health alerts over the coming weeks.
