Mumbai’s public transport landscape may soon see a transformative overhaul as BEST (Brihanmumbai Electric Supply and Transport) has proposed spearheading an integrated bus system across the Mumbai Metropolitan Region. The announcement comes on the heels of a new task force formed under the Growth Hub Governing Board for the MMR, signalling a collaborative push towards streamlined connectivity.

BEST’s general manager, an official leading the initiative, said the corporation intends to reduce route duplication and optimise operational capacity to offer reliable, region-wide bus services. Under the proposal, BEST would manage primary bus corridors across key arterial routes, while municipal and local operators would handle suburban feeder links. This model seeks to marry scale with granular reach. The move aligns with a June 10 Government Resolution from the Urban Development Department, which established the 12-member task force. This body includes representatives from BEST, MMRDA, BMC, local municipal bodies in Thane, Navi Mumbai and Vasai‑Virar, and authorities such as the Traffic Police Department. The primary mandate is to develop a unified ticketing system and a coherent bus transport strategy spanning the MMR.

An official from the Growth Hub initiative highlighted how MMR forms a pilot region for integrated infrastructure development under the NITI Aayog’s Growth Hubs programme, aimed at catalysing economic growth through enhanced public transport and urban mobility. However, there are questions about BEST’s capacity. Its fleet has dwindled to fewer than 2,700 buses, with over 83 per cent sourced through wet leases. Transport analysts caution that addressing BEST’s financial deficit—estimated at around ₹10,000 crore—is crucial before scaling operations for region-wide service integration.

Commuters welcomed the proposal but urged clarity. One daily traveller stressed the importance of dedicated point-to-point buses during rush hours. Another resident suggested dedicated bus lanes on major thoroughfares to ensure punctuality and minimise delays—a move that aligns with global transit best practices. Mobility experts concurred. A transport researcher noted that integration would rebuild systemic resilience across MMR, facilitate fare rationalisation, and implement a common mobility card. However, another industry veteran emphasised that success hinges on strengthening BEST’s internal capacity and fostering transparent coordination among agencies—not merely consolidating control.

Some voices remain cautious, citing past announcements without follow-through. A noted transport commentator pointed out that while the vision is sound, the model requires credible financial planning, strong governance and sustained implementation. The risk lies in rhetoric that lacks operational depth. The formation of the task force signals a pragmatic shift. It could mark the start of a people-centred public transport model—one emphasizing seamless travel, environmental efficiency and commuter experience. Whether it can clear financial, administrative and operational hurdles will determine its impact on everyday mobility for millions across Mumbai’s metropolitan region.
