Bengaluru Mahanagara Palike (Amendment) Bill, 2025. This legislation grants the BBMP unprecedented authority to transform private streets into public thoroughfares, a move anticipated to significantly impact the city’s infrastructure and governance.Traditionally, the conversion of private roads into public streets required the consent of a majority of property owners along the proposed route.

However, the new bill empowers zonal commissioners to act independently, especially when a private street’s condition poses risks to public safety and health. The process involves issuing public notices and notifying property owners, allowing for objections to be raised and considered before a final decision is made. This legislative change addresses the challenges posed by Bengaluru’s rapid urbanization, where numerous private layouts and large residential clusters often lack adequate road infrastructure.

By enabling the BBMP to oversee and develop these private roads, the government aims to ensure safer and more accessible urban spaces. Furthermore, the bill introduces stringent measures to combat unauthorized constructions. Zonal commissioners are granted the authority to seal ongoing illegal constructions and prevent the use of unauthorized buildings or parts thereof. These provisions are designed to uphold building regulations and maintain the city’s structural integrity.

The amendment also proposes aligning certain fees and penalties with existing tax provisions, aiming to streamline urban governance and enhance the BBMP’s operational efficiency.
