Bengaluru Takes Bold Step To Transform Kasturinagar
Bengaluru’s Kasturinagar is poised for a major transformation as the Greater Bengaluru Authority (GBA) has directed a comprehensive master plan focused on long-term, integrated development instead of isolated infrastructure fixes. The move signals a push to turn the neighbourhood into a cleaner, safer and more accessible urban space setting a precedent for how fast-growing localities can pursue sustainable city-building.
During a recent on-ground review of areas falling under both the East and Central civic corporations, the GBA chief commissioner called for coordinated action across departments. Senior officials present at the inspection said the neighbourhood cannot continue with “patchwork solutions”, stressing the need for infrastructure planning that anticipates future population growth, mobility needs and environmental sensitivity. One of the biggest concerns flagged was the unhygienic waste transfer point beneath the flyover, where mixed waste and construction debris have accumulated over time. The GBA leadership ordered immediate clearance and stricter enforcement, including CCTV surveillance and penalties for illegal dumping. Officials noted that recovering public spaces from waste hotspots is essential if Bengaluru hopes to build neighbourhoods that promote health and dignity for all residents rather than deepen environmental inequity.
Stormwater management emerged as another priority. The inspection revealed that the drain leading to Benniganahalli Lake was choked with silt, raising the risk of flooding during heavy rainfall. Engineers have been instructed to take up urgent desilting and construct a more durable retaining wall along the flyover service road. Urban planners observing the exercise said that resilient water infrastructure is fundamental in a climate-sensitive city like Bengaluru, where rainfall patterns are becoming increasingly unpredictable. The visit also exposed unused public assets, including a defunct retail outlet on land owned by the development authority. Civic officials were directed to formally transfer the property to the municipal corporation and to initiate acquisition of adjoining land using Transfer of Development Rights (TDR) to support future community infrastructure. According to an urban development expert, converting idle land into active civic utility parks, mobility hubs or social services—can shape more inclusive neighbourhoods.
To ease mobility, the GBA has requested the Railways to speed up the underpass project and explore pedestrian overpass options near the railway tracks to ensure safety. Officials are also identifying land near Benniganahalli Lake for a permanent waste transfer station to reduce pressure on informal collection points. If implemented efficiently, the Kasturinagar master plan could signal a shift towards a model where neighbourhood development supports accessibility, environmental protection and equal use of public space key pillars of sustainable and future-ready Indian cities.
