Bengaluru’s long-pending master plan is finally moving forward, with the newly constituted Greater Bengaluru Authority (GBA) joining forces with the Bangalore Development Authority (BDA) to draft a coordinated blueprint for the city’s next phase of growth. The exercise, returning after nearly a decade, marks a significant shift in how India’s tech capital intends to manage expansion, mobility, and climate resilience in the years ahead.
Under the new division of responsibilities, the GBA will take the lead in preparing the vision document for the city’s core administrative area, while the BDA will focus on its jurisdictional belt — a 427-sq km ring encircling the metropolis.
A senior official from the urban development department said the allocation was designed to reflect the governance framework put in place through recent reforms, adding that the aim was to prevent overlaps and streamline approvals. Although both agencies will draft their individual plans, each is expected to align them within an overarching city-region strategy. Experts note that this two-track method may address administrative realities but could also limit the integrated approach required for a city already grappling with congestion, flooding, and pressure on basic services. Urban planners warn that fragmented planning often fails to anticipate cross-boundary impacts, particularly in fast-growing peripheries where most new housing and commercial projects are concentrated.
Industry analysts say the new master plan will be closely watched by investors, as it will influence zoning changes, infrastructure priorities, and land valuation across the metropolitan area. With Bengaluru powering much of India’s innovation-led growth, the plan is expected to embed measures supporting sustainable mobility, climate-sensitive design, and equitable access to essential services.
A planner involved in the preparatory stages said the updated framework will draw from global examples of resilient urban design, emphasising mixed-use layouts and improved public transport connectivity. Social equity is also likely to feature more prominently. Specialists argue that the city’s expanding footprint has widened gaps in accessibility, with low-income communities often living far from jobs and public amenities. The new plan, they say, offers an opportunity to correct legacy imbalances by prioritising affordable housing corridors, designing inclusive public spaces, and strengthening municipal capacity for environmental risk management.
Even as work begins, officials acknowledge that public participation will be central to the plan’s acceptance.
Bengaluru’s earlier planning cycles have faced criticism for inadequate consultation, prompting calls for transparent, gender-neutral and data-driven methods that reflect the city’s diverse population. The GBA is expected to release draft proposals for public review once the initial technical assessments are complete.
For residents, the new master plan represents more than a regulatory document — it is a chance to steer Bengaluru toward a low-carbon, well-serviced, and more liveable future. If the twin authorities succeed in aligning their visions, the city could set a strong precedent for metropolitan planning across India.
