Bengaluru’s Public Eye app has become a game-changer in traffic enforcement, with over 16.6 lakh traffic violations reported in the past decade. The app, launched by Bengaluru Traffic Police (BTP), has empowered residents to take matters into their own hands, using their smartphones to capture images of traffic offenders and tip off the authorities. This initiative has not only contributed to a more active, responsible citizenry but has also enhanced the efficiency of law enforcement, with traffic police issuing fines amounting to Rs 25 crore in fines from 5 lakh offenders. As the city’s digital vigilantes grow in number, the app has proven to be a crucial tool in improving traffic safety and enforcing road discipline.

Civic Participation: A Positive Shift in Accountability

The increase in the number of violations reported through the Public Eye app is indicative of a major shift in citizen participation and awareness. According to former Bengaluru DCP (Traffic), the growing number of violations signals that the city’s residents are becoming increasingly proactive in their approach to urban issues. “The rising number of reports indicates that people are taking the initiative and becoming more responsible and aware, actively contributing to enforcement,” he noted. While some argue that the high number of violations reflects a growing culture of rule-breaking, others believe that it is a positive trend, highlighting that the public is increasingly demanding accountability from both citizens and authorities.

Despite the benefits, the Public Eye app has faced its own set of challenges. Ashwin Sathyaseelan, an IT professional, highlighted that the app’s “open-to-resolved” system often leads to delays in action. “It’s frustrating when complaints are marked as resolved but aren’t acted upon for weeks, and the app’s lack of an escalation feature means there is no way to remind authorities to act.” This is a common sentiment among users, with many complaints going unaddressed for weeks, impacting the app’s overall effectiveness. This delay in response highlights the need for technological upgrades and more efficient systems for managing public grievances.

Sustainability in Urban Traffic Enforcement

From a sustainability perspective, the Public Eye app is an important tool in promoting responsible driving behaviours, which can help alleviate some of the city’s traffic-related environmental issues. Bengaluru, like many large cities, faces mounting congestion, pollution, and resource strain due to traffic. By encouraging responsible driving, the app helps reduce incidents of reckless driving, illegal parking, and helmetless riding, which can lead to safety hazards and increased emissions. According to Ashish Verma, a professor at the Sustainable Transportation Lab, the rise in citizen reporting also places additional pressure on authorities to act swiftly, encouraging faster policy implementation. While traffic violations remain a widespread issue, initiatives like Public Eye provide a platform for urban sustainability, creating more environmentally conscious drivers and reinforcing the importance of safe, clean roads for all.

Room for Improvement: Enhancing the Reporting System

While the app has made significant strides in traffic monitoring, its technical glitches remain a challenge. Users have reported issues with complaint categories, photo location detection errors, and app crashes. Additionally, residents like KG Mohan have expressed concern over the lack of an effective mechanism for complaint escalation, which leaves citizens frustrated when their reports aren’t addressed in a timely manner. The app’s inconsistency reflects the broader challenge of integrating digital solutions into urban governance. To truly meet the city’s needs and improve user experience, officials must ensure the app is regularly updated to meet the demands of an increasingly tech-savvy populace. Furthermore, the app’s potential for city-wide traffic management could be fully realised with the introduction of a more streamlined complaint handling system and increased civic engagement.
