The Karnataka Housing Board has finalised a ₹990.16-crore contract for an international cricket stadium planned at Suryanagar Phase 4 in Anekal taluk, but construction has not yet begun because the contractor is awaiting a formal work order.
The 75-acre stadium is planned with seating capacity of about 80,000 and is expected to become India’s second-largest cricket stadium after the Narendra Modi Stadium in Ahmedabad if completed. The Karnataka Housing Board has awarded the contract to Mumbai-based J Kumar Infraprojects Limited, which submitted the lower bid in the tender process.
Two major infrastructure companies participated in the tender. J Kumar Infraprojects quoted ₹1,127.90 crore, while NCC Limited submitted a bid of ₹1,225.55 crore. The board subsequently finalised the contract at ₹990.16 crore. The tender for the stadium’s infrastructure works had been invited on April 8 with an estimated cost of ₹943.46 crore. The overall project cost has been placed at ₹1,241 crore.
The foundation stone for the stadium was laid on May 23 by former Karnataka chief minister Siddaramaiah. The project is being planned on land acquired or being acquired by the housing board in and around Indlawadi village. Of the 75 acres required, 53 acres and 14 guntas have been set aside from 401 acres and 31 guntas already acquired by the board. The compensation value for that land has been fixed at ₹95.52 lakh per acre.
The remaining 21 acres and 26 guntas are being pursued through a fresh land acquisition process. A preliminary notification has been issued under Section 11(1) of the land acquisition law, while the process for issuing a final notification under Section 15(3), following government directions, is under way. The reported compensation arrangement includes developed plots under a 50:50 model and an advance payment of ₹20 lakh per acre, in line with a 2020 government order.
The project’s financing model does not rely on a separate state government grant. Instead, the housing board plans to fund construction through resources generated from the sale of its assets, including residential sites and houses.
The stadium plan comes amid legal questions surrounding the wider Suryanagar Phase 4 housing project. The Karnataka High Court has cancelled the land acquisition process for 1,938.13 acres acquired by the housing board for the residential scheme. The area falls within the 268.96-square-kilometre eco-sensitive zone of Bannerghatta National Park. The reported court action followed concerns that the acquisition had not adequately considered scientific environmental assessment and social and ecological factors identified by the Central Empowered Committee.
A senior housing board official told Vijay Karnataka that the court order would not affect the entire housing project area and said stadium construction was expected to begin within two months. The official said the project has been given a three-year completion period.
The stadium is being developed through an engineering, procurement and construction contract. The selected contractor will be responsible for planning, design, infrastructure engineering, procurement and construction, as well as obtaining environmental approvals. The housing board said an agreement with the contractor must first be completed and approved by the board and the state government before the formal work order is issued.
