Andhra Pradesh Approves Amaravati Infra Projects

The Andhra Pradesh government has signalled a strong revival of the Amaravati capital project with the Cabinet approving a series of infrastructure proposals aimed at building a future-ready administrative and institutional centre. In a meeting chaired by Chief Minister Chandrababu Naidu, the Cabinet gave the green light to a new round of land pooling and multiple construction, road and civic utility works that mark a decisive push to develop Amaravati into a modern, sustainable capital city.

At the heart of this revival is the Cabinet’s approval of the Capital Region Land Pooling Scheme (Formulation & Implementation) Rules, 2025. These new rules aim to standardise the land pooling process across the Amaravati region, ensuring transparency, environmental safeguards, and fair compensation. Officials stated that the rules are aligned with the directives of the National Green Tribunal and the Supreme Court, with specific provisions to protect water bodies and deliver an improved package to participating farmers.

As part of the state’s push for world-class governance infrastructure, the Andhra Pradesh Capital Region Development Authority (APCRDA) has been authorised to finalise L1 bids for three major works: the construction of the Integrated State Secretariat & Heads of Departments (GAD Tower), Towers 1 and 2, and Towers 3 and 4—all to be developed within the government complex of Amaravati.

In addition, the Cabinet approved a massive ₹1,052.67 crore outlay for building critical utility systems in the capital region. This includes dedicated ducts for water supply, sewage, power, and ICT networks, alongside extensive landscaping and avenue plantation. These facilities are designed to serve not only government offices but also adjoining institutional zones, aligning with the state’s climate-conscious and smart city goals.

Connectivity within the capital is also set to receive a significant upgrade. The Cabinet cleared a proposal to invite tenders for the Phase-III construction of the E3 Road corridor, which will include a six-lane elevated expressway with bridges, underpasses and an interchange connecting the capital to NH-16. This corridor is expected to become a key mobility spine for the region, reducing congestion and improving freight and commuter movement.

On the social infrastructure front, the government approved the setting up of seven new Anna Canteens in rural locations and confirmed the establishment of two more—one at Kuppam and the other near the Andhra Pradesh High Court. These canteens will offer subsidised meals and are part of the state’s ongoing efforts to tackle food insecurity.The Cabinet also cleared appointments and policy decisions across departments. Among them was the approval to appoint international tennis player Saket Sai Myneni as Deputy Collector under the sports quota, and a framework to regulate adventure tourism through new rules and operational guidelines.

In terms of economic development, the Cabinet ratified the State Investment Promotion Board’s (SIPB) recent recommendations to offer incentives to private investors in tourism and leisure. Notable approvals include support for Green Park Hotels & Resorts, Meglon Leisures and Entertainment LLP, and Pavani Hotels. These projects are part of a broader ₹28,546 crore investment plan across key sectors such as aerospace, auto components, defence manufacturing, dairy processing, food parks and IT campuses. These investments are projected to generate over 30,000 jobs across several districts, including Anantapur, Sri Sathya Sai, Tirupati, Chittoor, East Godavari and Visakhapatnam.

In a move to boost legal and higher education, the Cabinet approved the allocation of land on a concessional basis to the India International University of Legal Education and Research (IIULER). The land will be offered at a token lease rate for 60 years, reinforcing the state’s ambition to attract national and international institutions to Amaravati.Finally, the water resources department received approval for ₹14.22 crore worth of repair and renovation works for 51 minor irrigation tanks in the Kuppam constituency under the Swarna Road Map to Kuppam 2029 initiative. These projects are designed to strengthen rural water infrastructure, enhance agriculture resilience, and support the region’s long-term water security.

With these approvals, the Andhra Pradesh government is not only restarting stalled components of Amaravati’s development but also recalibrating them to align with environmental, social, and economic goals. The roadmap outlined by the Cabinet presents Amaravati as more than just a capital—it reflects a vision for inclusive, climate-conscious and investment-driven urban growth.
