Ahmedabad NABARD Invites Rs26 Lakh Bids for Green Rooftop Solar Project

In Ahmedabad, National Bank for Agriculture and Rural Development (NABARD) has invited competitive bids for a 70-kilowatt (kW) grid-connected rooftop solar installation across two of its premises, with a combined project value pegged at ₹26.25 lakh.

The installations are planned at NABARD Tower in Usmanpura (40 kW) and NABARD Vihar in Navrangpura (30 kW). The bid invitation, floated on June 27, 2025, calls for qualified firms to design, supply, install, test, and commission solar systems at both locations, with post-installation operations and maintenance for two years. Interested bidders must submit proposals via the Government e-Marketplace (GeM) portal using a two-bid format—technical and financial—by July 18, 2025, 3:00 PM. Bids will be opened the same day at 4:00 PM. A pre-bid meeting is scheduled for July 4 at NABARD’s regional office in Usmanpura to address vendor queries.

The project is strictly open to vendors with proven experience. Eligible firms must demonstrate at least seven years of rooftop solar installation history for public sector entities or government bodies. Financially, applicants must show an average annual turnover of ₹8 lakh over the last three years. They are also required to possess a valid electrical contractor license and be registered within Ahmedabad or Gandhinagar municipal limits. An Earnest Money Deposit (EMD) of ₹52,500 via NEFT/RTGS is mandatory for all applicants. Post-award, the selected vendor must furnish a Performance Bank Guarantee (PBG) equal to 5% of the contract value within 10 days. This will be retained for the duration of the 2-year defect liability period and released 90 days post satisfactory completion.

The systems must feature mono-crystalline Indian-made solar modules of at least 500 Wp capacity each. Inverters should meet IEC standards and be equipped with anti-islanding protection. Installations must withstand wind speeds up to 150 km/h, certified by structural engineers. NABARD expects a minimum 19% capacity utilisation factor (CUF). Any energy production shortfall must be compensated at prevailing DISCOM tariffs, with the contractor liable to forfeit the PBG if these terms are not met. Beyond the technical setup, vendors are expected to provide quarterly system performance reports, training sessions, and maintenance support including regular cleaning.

In its tender document, NABARD stated that any misrepresentation, deviation from technical norms, or concealment of material facts would result in immediate disqualification. The bank also reserves the right to accept or reject bids partially or entirely, with all decisions deemed final and binding.

The rooftop solar tender aligns with NABARD’s ongoing commitment to promoting sustainable infrastructure and green energy solutions, especially within institutional buildings under its purview.
