Chamarajanagar district has launched a comprehensive online platform allowing property owners to obtain e-Khata certificates without visiting municipal offices, marking a significant step in Karnataka’s drive to digitise land records. The “Get e-Khata from Home” initiative extends to all Urban Local Bodies in the district, including Chamarajanagar City Municipal Council, Kollegala City Municipal Council, and town panchayats such as Gundlupete, Yelandur, and Hanur. This digital shift is aimed at improving transparency, reducing procedural delays, and making civic services more citizen-friendly.
The e-Aasthi platform, linked to the Property Treasury (Aasthi Kanaja), generates draft e-Khata certificates for applicants. Property owners can review these drafts, submit corrections, and upload necessary documents online. Once verified and approved by the respective Urban Local Body, the final e-Khata can be downloaded for legal, taxation, and civic purposes. Required submissions include the owner’s photograph, Aadhaar details, property tax SAS challan number, registered deed number from Kaveri software, electricity RR number if applicable, recent property photograph, and the Encumbrance Certificate (Form 15/16). For citizens less familiar with digital systems, Karnataka One (K1) Centres provide hands-on support, guiding residents through the e-Khata application and verification process.
The initiative also allows online property tax payments, ensuring that residents can manage multiple civic obligations efficiently while reducing the need for in-person visits. An official noted that the combination of digital and on-ground support aims to bridge the gap for those with limited technical literacy, ensuring equitable access. Analysts suggest that this move aligns with broader urban governance reforms in Karnataka, which have successfully implemented online property record management in other districts. By digitising property ownership and streamlining approvals, the initiative can improve transaction efficiency, reduce administrative bottlenecks, and enhance transparency in urban property management. Industry experts also emphasise that such systems strengthen trust between citizens and local authorities, while laying the groundwork for more data-driven urban planning decisions. The Chamarajanagar rollout reflects a wider state-level ambition to modernise land record-keeping, integrate sustainable property governance, and reduce procedural friction for homeowners.
