Maharashtra Appoints Senior Advocate Milind Sathe As New State Advocate General

Maharashtra has appointed senior advocate Milind Sathe as the state’s new Advocate General, effective Monday, December 8, 2025. The post positions him as the principal legal representative of the state in all courts, following the resignation of former Advocate General Birendra Saraf in September. Sathe assumes office at a time when Maharashtra faces complex legal challenges across urban governance, environmental policy, and civic infrastructure matters.

Sathe, a distinguished lawyer with over four decades of experience, joined the Bar in 1982 and was designated a senior advocate by the Bombay High Court in 2005. Over the years, he has held leadership roles in the legal fraternity, including a seven-year tenure as president of the Bombay Bar Association from 2014 to 2021. His deep engagement with both litigation and policy advisory reflects a career bridging legal expertise and civic service. An official familiar with the appointment noted that Sathe’s experience in public interest litigation and legal aid cases positions him well to navigate the growing demands on Maharashtra’s legal apparatus. “His work as amicus curiae in several high-profile cases demonstrates both legal acumen and commitment to equitable justice,” the official said.

Previously, Sathe has represented the state government and the Brihanmumbai Municipal Corporation (BMC) as special counsel, handling matters ranging from municipal governance to urban infrastructure disputes. Legal experts suggest that his prior engagement with both civic bodies and state departments will allow for smoother legal advocacy and enhanced compliance with environmental, social, and governance (ESG) frameworks in urban development. Sathe succeeds Saraf, who served as Advocate General for over three years before stepping down due to personal reasons. The government had requested Saraf to remain in office until a suitable successor was appointed. Sathe’s appointment signals continuity in Maharashtra’s legal representation, while also offering renewed focus on strategic litigation, policy advisory, and civic legal oversight.

Industry observers highlight that Sathe’s stewardship could influence key urban governance decisions, particularly in areas linked to sustainable city planning, green building regulations, and inclusive urban development.
