Uttarakhand Nears Approval for Rehabilitating Hydro Project Post-2013 Catastrophe

Uttarakhand moves closer to granting environmental clearance for the reconstruction of a hydropower project devastated during the catastrophic 2013 flash floods.

The project, known as the Phata Byung Hydroelectric Project (76 MW), suffered extensive damage, exacerbating the aftermath of the natural disaster that claimed thousands of lives. Documents reviewed by HT reveal that the environment ministry has initiated the process of granting terms of reference (ToR) for the project, marking a pivotal step towards environmental clearance.

The Phata Byung project, situated in the upper reaches of the Himalayas, played a role in intensifying the impact of the 2013 floods by obstructing the flow of the Mandakini river, a key tributary of the Ganga. An expert panel, led by Ravi Chopra of the People’s Science Institute, highlighted the adverse effects of such hydropower projects on downstream flood situations. Despite dissenting opinions, the ministry acknowledged the majority view emphasizing the detrimental impact of high-altitude hydropower ventures on environmental disasters. Despite these concerns, the expert appraisal committee recommended the Phata Byung project for the grant of standard terms of reference for conducting an environmental impact assessment study. The decision to exempt the project from public hearings, based on a 2021 guideline for projects with expired environmental clearances, has raised eyebrows, especially considering the significant damage inflicted by the project in the past.

Critics question the rationale behind considering an environmental clearance for a project with a history of severe damage and environmental degradation. The Prime Minister’s Office’s previous directive to halt new hydropower projects in Uttarakhand underscores the contentious nature of the decision. Despite opposition from activists and local residents, the government appears determined to proceed with existing projects, including the reconstruction of the Phata Byung Hydroelectric Project. Protests have reignited in recent weeks, fueled by the devastating flash flood incident on the Rishi Ganga river in February, which resulted in loss of lives and damage to hydropower projects. The controversy surrounding the approval process for the Phata Byung project underscores the complex interplay between environmental concerns, infrastructure development, and public safety in the fragile Himalayan region.
