The Mumbai Metro Line 3, also known as the Aqua Line, is rapidly transforming the city’s commuting landscape, with two phases already operational and the final stretch nearing completion. Metro Line 3 is Mumbai’s first fully underground corridor, designed to stretch 33.5 kilometres between Cuffe Parade (Colaba) and Aarey, featuring 27 stations. The project’s phased commissioning has been strategic, with Phase 1 (Aarey Colony to Bandra-Kurla Complex – BKC), a 12.69-kilometre section, opened to the public in October 2024. This phase, costing ₹14,120 crore, connects key areas including the Chhatrapati Shivaji Maharaj International Airport (CSMIA) T1 and T2 terminals, providing crucial airport access and linking major business districts.
Following swiftly, Phase 2A (BKC to Worli), a 9.8-kilometre stretch with six stations, was launched in May 2025 at a cost ranging from ₹9,500-10,000 crore. This phase further extends connectivity to central Mumbai’s bustling commercial and residential hubs like Dharavi, Dadar, and Worli. The final phase, connecting Worli to Cuffe Parade, is in advanced stages of construction and is anticipated to be operational by August 2025, completing the entire 33.5-kilometre Aqua Line at an estimated cost of ₹9,785 crore for this segment.
The impact of Metro Line 3 on urban mobility and environmental sustainability is profound. Phase 1 alone is credited with cutting an estimated 650,000 car trips daily, leading to a remarkable 35% reduction in road congestion and saving approximately 3.54 lakh litres of fuel per day. This significant shift from private vehicles to public transport directly contributes to Mumbai’s zero-net-carbon goals by reducing greenhouse gas emissions and improving urban air quality. The full line is projected to serve up to 13 lakh passengers daily, fundamentally altering commute patterns across southern and central Mumbai.
For officegoers, the Aqua Line offers unparalleled time savings and reliability. Travel from BKC to Worli, which previously took 45-60 minutes by road, is now completed in a mere 13-15 minutes by metro. Similarly, the journey from Andheri to Cuffe Parade is reduced from 90-120 minutes to 45-50 minutes. Being fully underground, the line bypasses surface traffic, signal delays, and monsoon-related flooding, ensuring consistent and predictable schedules, a stark contrast to the uncertainties of road travel. This efficiency enhances productivity and reduces daily stress for professionals.
The Metro Line 3 is also designed for seamless integration with Mumbai’s broader transport network. It connects with Line 1 at Marol Naka, Line 2B at BKC/ITO (with a planned skywalk), and Line 6 (Pink) at Aarey JVLR. Future interchanges are planned at major railway hubs like Dadar, CSMT, Mumbai Central, and Churchgate, creating a truly multimodal transport ecosystem. The acceptance of the RuPay National Common Mobility Card (NCMC), branded as the Mumbai 1 card, across multiple metro lines and BEST buses further simplifies inter-modal travel, promoting a cashless and paperless commuting experience for all citizens, including those with diverse needs.
