Nashik Corporation Introduces TDR For Reserved Land Development

The Nashik Municipal Corporation (NMC) has launched a new initiative to expedite the development of public facilities and compensate landowners. Under this plan, property owners can now develop amenities on reserved land in exchange for Transfer of Development Rights (TDR). This approach aims to streamline urban development by enabling the NMC to acquire and develop crucial amenity plots without relying solely on its civic budget.

The new policy aligns with the statewide Unified Development Control Promotions and Regulations (DCPR), which was approved by the Maharashtra government in December 2020. To oversee the implementation of this initiative, the NMC’s general body has approved the formation of a construction amenity TDR committee. This committee will be chaired by the NMC commissioner and will include relevant civic and departmental officials, ensuring proper governance and coordination. The NMC also intends to leverage these provisions to develop amenities on reserved land it has already acquired, maximizing the utility of existing assets.

An NMC official stated that the civic body’s 2017 Development Plan includes 425 land reservations. Acquiring and developing these lands traditionally poses a significant financial challenge for the corporation. By utilizing the construction amenities TDR mechanism, the NMC anticipates being able to develop these amenity plots free of cost, thereby accelerating public facility development and benefiting both the public through improved infrastructure and property owners through equitable compensation via TDR. This innovative use of TDR is expected to be a crucial tool for sustainable urban growth.

This strategic move by the Nashik Municipal Corporation underscores a proactive approach to urban planning and infrastructure development. By engaging landowners through TDR, the city aims to efficiently unlock land for public amenities, fostering smart growth and enhancing the overall quality of life for its residents.
