Manipur’s remote hill districts are undergoing a quiet transformation, driven by a wave of new road connectivity that is reshaping lives and livelihoods across the state. With strategic investments from the central and state governments, areas like Ukhrul—once isolated by geography and poor infrastructure—are experiencing unprecedented access to mobility, healthcare, education, and economic opportunity.
More than 1,000 kilometres of roadworks have been sanctioned under national schemes like the Pradhan Mantri Gram Sadak Yojana (PMGSY) and the National Highways Development Project (NHDP), with many sections already completed. The Ministry of Road Transport and Highways has approved 50 National Highway projects in the state, spanning 1,026 kilometres. Among these, 44 projects valued at ₹902 crore are specifically designed to benefit the hill areas—long-neglected in terms of infrastructure. As of now, 8 projects covering 125 kilometres have been completed, while 36 more covering 777 kilometres and worth ₹12,000 crore are under various phases of execution.
This infrastructure push is yielding visible change. In Ukhrul district, newly laid roads have begun to serve not only vehicles but also ambitions. Communities that once endured arduous journeys now have smoother, safer routes to cities like Imphal. “Good roads make our lives more secure,” shared a local resident, reflecting on the stark contrast to earlier days when even emergency travel was a challenge.The transformation goes beyond the asphalt. In places like Litan in Ukhrul, where road access was once seasonal or non-existent, better connectivity has translated into higher tourist footfalls, reliable access to schools, and smoother movement of goods. For children attending school or patients needing hospital care, these roads represent dignity and access.
The local economy is feeling the impact too. Traders, small businesses, and transport operators are finding new efficiencies in logistics, while previously inaccessible markets are becoming reachable. A rise in domestic tourism is further fuelling the economic engine, with improved access drawing visitors to the scenic and culturally rich hill regions.However, the implications stretch wider. In a state marked by complex topography and a history of underdevelopment in its tribal regions, this road-building drive is also seen as a long-overdue investment in social equity. Infrastructure in these zones does not just bridge geographies—it narrows gaps in opportunity, healthcare, education, and civic participation.
The success of this rollout depends significantly on the continued collaboration between central ministries, state departments, and local administrative bodies. Implementation challenges persist, including terrain complexities and security concerns, but the momentum remains steady.
By expanding its road network deeper into rural and hilly terrains, Manipur is laying the groundwork for sustainable regional development. Roads are becoming arteries of inclusive progress—connecting more than just places. They’re linking people to futures previously out of reach. As the work continues, the narrative unfolding in the state’s highlands is one of resilience, ambition, and transformative change through infrastructure.
