The Maharashtra government has officially legalised private carpooling through registered mobile apps and web platforms.
The decision, made in a cabinet meeting on Tuesday, aligns with the Union government’s Aggregator Policy 2020, which grants individual states the authority to regulate non-transport vehicle pooling services, including private cars. Maharashtra’s embrace of regulated carpooling comes after years of discussion surrounding its potential benefits. Although informal carpooling services have existed for some time, especially along high-traffic corridors like Mumbai–Pune, the state has now taken the crucial step of formalising and regulating these services. This move is expected to help ease the state’s notorious traffic woes, especially in metropolitan areas like Mumbai, while simultaneously promoting more sustainable travel options.
Under the newly established policy, only mobile apps or websites that are registered with the state’s transport department will be permitted to offer carpooling services. This ensures that only verified platforms can operate, providing a layer of safety and transparency for both drivers and passengers. One of the key features of the policy is its focus on security; female commuters will have the option to select female drivers, addressing safety concerns that often arise in shared transport scenarios. Additionally, both drivers and passengers will be required to provide verified contact information, and all users must have valid insurance coverage. The regulation also includes provisions for limiting the number of pooling trips drivers can undertake. Each driver is allowed a maximum of 14 pooling trips per week, ensuring that the practice remains efficient while preventing overuse. The fare structure for these carpooling services will be capped by the Regional Transport Authority (RTA), ensuring that the rates are competitive but fair. These fares will take into account factors like fuel costs, toll charges, and operational expenses, but will not exceed the cost of a typical taxi ride.
Perhaps one of the most notable aspects of the policy is its transparency. Drivers must declare their trip’s origin and destination, while passengers will need to submit their home and office addresses. This ensures accountability and prevents misuse of the system. In addition, aggregators are required to make their contact and service details publicly accessible, fostering greater trust among users.
