Goa Tightens Poultry Transport Rules, Blocks Non-Compliant Birds

Goa has tightened rules for transporting live poultry into the state, requiring consignments to carry origin health certificates and supporting documents while meeting prescribed standards for humane handling during transit.

The requirements were set out in a state government notification issued on Thursday. Every consignment of live poultry must comply with applicable animal transportation laws, with birds entering Goa required to carry a certificate from the competent authority at the place of origin wherever applicable.

The certificate must include prescribed particulars such as the source of the birds, their health status and their fitness for transportation. Transporters must also carry the necessary documents, permits, certificates and records and produce them for inspection when demanded by the competent authority.

The notification places specific emphasis on conditions during transit. Poultry must be handled in a way that minimises overcrowding, injuries, distress and the risk of disease transmission. Consignments that do not meet the stipulated requirements will not be allowed to enter Goa, while violations may attract legal action.

The rules align with the state’s Mukhyamantri Swayampurna Goa Poultry Development Policy, 2025, which aims to build a sustainable and hygienic poultry trade in Goa. The notification adds a formal compliance layer to the movement of live birds across the state’s borders and places responsibility on transporters to maintain records and produce them during inspections.

Earlier reporting cited plans to establish the source of poultry consignments, monitor transportation time and ensure that birds are accompanied by health certificates issued by qualified veterinarians. These measures are intended to improve traceability within the poultry supply chain and give authorities information about where consignments originate and how they are moved.

The transportation requirements also restrict prolonged continuous movement. Poultry must be provided food and water during transit, with a rest break required every six hours. The provisions link animal welfare conditions with public-health concerns around injuries, stress and possible disease transmission during the movement of live birds.

For traders and transporters, the notification means that documentation and handling conditions will be central to bringing live poultry into Goa. Authorities can inspect the relevant certificates, permits and records, and consignments that fail to meet the notified requirements face denial of entry.

The notification does not specify in the supplied report the number of inspection points, the penalties applicable to individual violations or the implementation schedule beyond the requirements now notified. Enforcement will therefore depend on how the competent authorities apply the documentation, health certification and transit-condition provisions to incoming consignments.
