Jharkhand Property Surcharge Set to Raise Urban Transaction Costs

The Jharkhand cabinet has approved an additional surcharge on property transactions in municipal and notified urban areas, while also clearing a two-day special Assembly session and major healthcare, mining and infrastructure proposals. The decisions were taken at a cabinet meeting chaired by Chief Minister Hemant Soren on Tuesday, which approved 62 proposals.

Under the Jharkhand Municipal Land/Building Transfer Surcharge Rules, 2026, buyers of land and buildings in municipal and notified urban areas will pay an additional surcharge equivalent to 10% of the stamp duty and registration fee. The proceeds will be used by urban local bodies for infrastructure and development works, according to the cabinet decisions reported by Times of India.

The measure will increase the upfront cost of property transactions while creating an additional revenue stream for municipalities and other notified urban bodies. The cabinet decision does not specify the projected annual revenue, the date from which the surcharge will be collected or the distribution mechanism for funds raised through it.

The cabinet also decided to convene a special two-day session of the Jharkhand Assembly on November 25 and 26. The session will deliberate on the ongoing Special Intensive Revision of electoral rolls, the recently amended Mines and Minerals (Development and Regulation) Act and other issues.

“SIR is a big issue in the country. Besides, there are also concerns about the recently approved MMDR Act and many other topics. Hence, we decided to convene a short session to deliberate and take a decision in the assembly,” Soren said, according to the report. The Chief Minister is also scheduled to attend a November 1 rally on the electoral-roll revision issue in Delhi organised by the Congress-led opposition bloc at the Centre, sources cited in the report said.

In the mining sector, the cabinet approved amendments under the Jharkhand Mineral Bearing Land Cess Act, 2024, and cleared the Jharkhand Mineral Exploration and Block Development Policy, 2026. The policy is intended to enable the operationalisation of mineral blocks through the Jharkhand Exploration and Mining Corporation Ltd, the Jharkhand State Mineral Development Corporation Ltd and other state entities.

Healthcare proposals included an allocation of Rs 545 crore for a new 500-bed hospital building at Mahatma Gandhi Memorial Medical College and Hospital in Jamshedpur. The cabinet also approved Rs 284 crore for the proposed Jharkhand Medicocity, a 5,000-bed healthcare hub intended to expand super-speciality medical services and medical tourism in the state.

The cabinet approved the establishment of health and well-being units at all state-run universities and colleges. These units will provide first aid, emergency support and mental health counselling. Institutions will earmark 2% of their annual budgets for the initiative, and digital health IDs will be created for students.

Students at government polytechnic institutions will receive internship opportunities at government tool rooms in Ranchi, Dumka and Ramgarh. Other approvals included an expert committee framework for technical studies and policy advice, funding for CCTV installation in police stations, implementation of the State Probation Service Rules, 2026, and several irrigation, road, power and rural infrastructure projects.

The special Assembly session is scheduled for November 25 and 26, while the approved urban surcharge, healthcare projects and other measures will require subsequent administrative and implementation steps.
