Odisha Cyber Command Centre to Add 124 Staff for Faster Crime Response

Odisha Police is setting up a state cyber crime coordination centre with 64 domain specialists and 60 caller agents, creating a centralised system for digital forensics, cybercrime investigation, fraud complaints and intelligence coordination across the state.

The State Cyber Crime Coordination Centre, or S4C, was notified on August 10 after police finalised its organisational structure, operational framework and staffing pattern. The centre is being designed as Odisha’s cyber command centre, with police inviting expressions of interest to select a system integrator for its design, supply, installation, commissioning, operation and maintenance.

The 64 specialists will cover cyber forensics, malware analysis, threat intelligence, open-source intelligence, data science, machine learning, network security and project management. A separate group of 60 caller agents will support the 1930 cyber fraud helpline, which is used for reporting financial cybercrime and seeking assistance.

According to a senior police officer quoted by The Times of India, S4C will have four integrated components. The first will be a cybercrime headquarters responsible for policy formulation and supervision. The second will be a state cybercrime police station with jurisdiction across Odisha, focusing on high-value, transnational and technologically complex offences.

The third component will be a cyber resource centre with advanced digital forensic and cyber-investigation laboratories. The fourth will be an artificial intelligence-based predictive policing and data analytics centre designed to analyse crime patterns, map hotspots and support data-driven investigations.

The centre will also undertake public awareness and capacity-building initiatives, manage complaints received through the national cybercrime portal and helpline 1930, and coordinate investigations involving multiple states. Police officials said the arrangement was required because cybercrime has become more sophisticated and the volume of digital offences has increased.

The proposed structure places specialised technical capabilities alongside investigation and complaint-handling functions. This is intended to allow field units to access forensic, intelligence and analytical support through a central state-level mechanism rather than managing every complex digital investigation independently.

Police described S4C as a centre of excellence for cyber security, cybercrime investigation and digital forensics. It will support field units, strengthen intelligence gathering and analysis, and coordinate responses to emerging cyber threats. The centre will also act as Odisha’s nodal agency for coordination with the Indian Cyber Crime Coordination Centre and other stakeholders.

The immediate implementation milestone is the selection of the system integrator, after which the centre’s facilities and operating systems will be developed and maintained under the proposed framework.
