Odisha Cyber Command Centre to Add 124 Staff for Faster Fraud Response

Odisha Police is preparing to operationalise a state cyber crime coordination centre with 64 domain specialists and 60 caller agents, creating a centralised system for digital forensics, cyber investigations, fraud complaints and coordination across the state.

The State Cyber Crime Coordination Centre, known as S4C, was notified on August 10. Police have now finalised its organisational structure, operational framework and staffing pattern as they move to establish the facility as Odisha’s cyber command centre.

The 64 specialists will work across cyber forensics, malware analysis, threat intelligence, open-source intelligence, data science, machine learning, network security and project management. The additional 60 caller agents will support the national 1930 cyber fraud helpline, which is used for reporting and managing cyber-enabled financial fraud complaints.

A senior police officer said Odisha Police had invited expressions of interest to select a system integrator for designing, supplying, installing, commissioning, operating and maintaining the advanced centre. The selected agency will be responsible for supporting the facility’s technology and operations.

S4C will operate through four integrated components. The cyber crime headquarters will handle policy formulation and supervision. A state cyber crime police station will have statewide jurisdiction over high-value, transnational and technologically complex offences. A cyber resource centre will house advanced digital forensic and cyber-investigation laboratories, while an AI-based predictive policing and data analytics centre will support crime pattern analysis, hotspot mapping and data-driven investigations.

The centre will also undertake public awareness and capacity-building initiatives, manage complaints received through the national cybercrime portal and helpline, and coordinate investigations that involve multiple states. Police officials said the unit would work with the Indian cyber crime coordination centre and other stakeholders to support intelligence sharing and faster responses to emerging cyber threats.

According to the police, the growing sophistication of cybercrime and the rising volume of digital offences made a dedicated state-level centre of excellence necessary. The proposed facility is intended to provide specialised support to field units while strengthening intelligence gathering, analysis, investigation and prosecution support.

The senior officer described the Odisha cyber command centre as the state’s centre of excellence for cyber security, cybercrime investigation and digital forensics. S4C is expected to function as the central institutional mechanism for coordinating cybercrime prevention, detection, investigation and prosecution support across Odisha.
