Paradeep Phosphates Limited has signed a memorandum of understanding with the Odisha government for a Rs 4,750 crore investment in new chemical and fertiliser manufacturing facilities, including a bio-fertiliser plant, in the state. The agreement was signed on Friday during India Chem-2026 in Mumbai in the presence of Odisha Chief Minister Mohan Charan Majhi.
The proposed investment will support a new chemical plant, a bio-fertiliser manufacturing facility and initiatives aimed at improving farm productivity. Paradeep Phosphates, one of India’s leading fertiliser manufacturers, already has a significant manufacturing presence in Odisha.
The MoU was signed by Hemant Kumar Sharma, additional chief secretary, Industries, on behalf of the Odisha government, and N Suresh Krishnan, managing director and chief executive officer of Paradeep Phosphates, on behalf of the company. The agreement establishes the proposed investment framework, but the information available does not specify project locations, construction schedules, production capacities or commissioning dates.
Official sources said the projects are likely to generate substantial direct and indirect employment across the value chain. The expected employment impact would extend beyond plant operations to associated activities linked to manufacturing, supply chains and agriculture, although no specific job numbers were disclosed.
The investment is also intended to strengthen Odisha’s position in the chemicals and fertilisers sector. The state government said the proposal would support its wider effort to attract manufacturing and value-added industries and deepen the industrial ecosystem around these sectors.
Paradeep Phosphates said the planned expansion reaffirmed its long-standing association with Odisha and its commitment to supporting India’s fertiliser requirements. The company also said the investment would help integrate manufacturing, agriculture and regional economic development.
Sharma said the MoU reflected Odisha’s broader push to attract investments in manufacturing and value-added industries. “Through focused industrial development initiatives, the state aims to enhance its competitiveness in chemicals, fertilisers and allied sectors while fostering sustainable economic growth,” he said.
The next stages of the proposal, including project approvals, detailed execution plans, land requirements, investment phasing and implementation timelines, were not specified in the announcement.
