Pune Cycle Network Gets Deadline as PMC Flags Roadwork Failures

The Pune Municipal Corporation has ordered Tata Projects to complete pending median repairs along about 4.5 km of the Pune Grand Tour 2027 route by November 30, 2026, while directing that remaining road and footpath improvements on Baner Road and Ganeshkhind Road be finished by December 31.

The deadlines were issued during review meetings at the PMC headquarters on October 19, where officials examined road conditions along Metro Line 3, pedestrian facilities, traffic safety and preparations for the international cycling event, according to a municipal press note. The review also produced instructions to create a continuous 75-km cycle-track network across Pune and enforce standard procedures for restoring utility trenches and levelling manholes.

The municipal commissioner, Pune district collector and Pune Metropolitan Region Development Authority commissioner expressed dissatisfaction with the quality of road repairs, median construction and related works along the District Court–Balewadi section of Metro Line 3. The press note identified problems in Tata Projects’ median works, including improper alignment and levels, poor workmanship, incomplete finishing and inadequate supervision.

A joint task force comprising representatives of the PMC Road Department, PMRDA, Tata Projects and the Traffic Police will coordinate the pending work. It will conduct regular reviews and submit weekly progress reports to the municipal commissioner, district collector, PMRDA commissioner and additional commissioner of police. Tata Projects has also been asked to submit a detailed action plan for all outstanding works.

PMC and Tata Projects have been directed to remove construction debris, surplus materials, obstructions and stored material from footpaths along the Sancheti Hospital–Balewadi corridor. Unnecessary material, safety barricades and boards at locations where work has been completed must be cleared within a week. Officials have also ordered improvements to median alignment, levels, finishing and safety, with any required design changes to be checked with the Traffic Police.

Five junctions identified by the Traffic Police, along with necessary changes at U-turn locations, are to be improved before Pune Grand Tour 2027. The instructions also include painting Metro viaducts along the event route through PMC-appointed contractors and providing temporary lighting where required.

The PMC has said preparations should extend beyond resurfacing roads. Footpath repairs on both sides of roads along the cycling route, pedestrian facilities, cleanliness, junction improvements and public-space upgrades are also to be addressed. On Baner Road, the civic body plans to use the Urban Street Design Guidelines while preparing proposals for footpaths, cycle tracks, junctions and public spaces, with assistance from town-planning and urban-design experts. Developers and establishments along the route may be involved through corporate social responsibility funding.

A separate review chaired by the municipal commissioner examined poorly restored utility trenches and incorrectly levelled manholes that have damaged otherwise serviceable roads. PMC departments, ward offices, utility agencies and contractors have been instructed to follow prescribed procedures for backfilling, trench restoration and manhole works. Department heads must fix responsibility on contractors and supervising municipal engineers when such works fail prematurely.

The civic body will inspect previously completed works that later deteriorated and submit a location-wise report. Technical training has also been ordered for junior engineers, supervisors, contractors and relevant departmental staff.

Following a presentation by the Institute for Transportation and Development Policy, the PMC Road Department was directed to repair existing cycle tracks and complete missing links to form a continuous 75-km network. The work will be coordinated with preparations for Pune Grand Tour 2027, with the PMC stating that the event-related investment should leave residents with safer roads, improved pedestrian and cycling facilities and fewer recurring potholes and road failures.
