Delhi Clears Rs 1,000 Crore Industrial Push for High-Tech Growth

Delhi Cabinet has approved the Delhi Industrial Policy 2026, a 10-year roadmap that will allocate Rs 1,000 crore between 2026-27 and 2030-31 to promote industrial development, attract investment and generate employment, the government said.

The funding will be provided through the Mukhyamantri Udyamshree Yojana. The policy focuses on clean, technology-driven and knowledge-based industries, with the government aiming to position Delhi as a hub for advanced technology, specialised services and modern manufacturing.

Ten priority sectors have been identified under the policy. These include information technology, Global Capability Centres, data centres, healthcare, research and development, urban logistics, the circular economy, precision manufacturing, skill development and technological modernisation of micro, small and medium enterprises.

Chief Minister Rekha Gupta said in a statement that the policy would encourage investment in non-polluting, high-value industries while expanding opportunities for young people and women. Businesses will be eligible for sector-specific incentives covering capital investment, office rentals, recruitment, research, certification, technological upgrades, energy conservation and skill development.

The policy provides higher incentive ceilings for women-led enterprises in the priority sectors. In information technology and digital services, eligible businesses can receive incentives of up to Rs 10 crore for digital infrastructure investment, while the ceiling for women-led enterprises is Rs 12 crore. Support will also be available for rentals, bandwidth, cloud services and new recruitment.

For Global Capability Centres, the investment incentive ceiling has been fixed at Rs 50 crore, rising to Rs 60 crore for women-led enterprises. These businesses will also receive assistance for research and development, certification and workspace development. Data centres will be eligible for incentives related to capital investment, water-efficient cooling systems and data security expenditure.

Healthcare companies can receive incentives of up to Rs 10 crore for eligible capital investment. Hospitals with at least 1,000 beds will be eligible for assistance of up to Rs 100 crore, along with support for healthcare certifications and the recruitment of specialist doctors.

The policy proposes incentives of up to Rs 5 crore for technological modernisation by MSMEs. The limit rises to Rs 7 crore for women-led enterprises. Additional assistance will cover energy-efficiency improvements, rooftop solar systems and apprenticeships. The government also plans to support recycling, organic waste processing and e-waste management.

Industrial areas are expected to be redeveloped and existing industrial units modernised under the roadmap. Precision manufacturing and industry-linked skill development are also included among the policy priorities, linking industrial incentives with changes in technology, resource use and workforce requirements.

Invest Delhi will operate as a dedicated agency and single point of contact for investors. It will guide businesses through site selection, approvals, incentive disbursal and grievance redressal. The Delhi Udyog Mitra Portal will support the process, with the government aiming to make clearances simpler, faster and more transparent.

The government said Delhi’s corporate headquarters, educational institutions, research centres, skilled workforce and proximity to major markets would support the industrial ecosystem envisaged in the policy. The approved roadmap will run for the next decade, with the identified incentives and Rs 1,000 crore allocation applying from 2026-27 to 2030-31.
