Telangana Clears Registration Path for Eligible 22-A Properties

The Telangana government has allowed the registration of eligible open plots, houses and flats listed under the 22-A prohibited lands category if they have valid statutory permissions from competent planning and local authorities.

Revenue Minister Ponguleti Srinivas Reddy said the Revenue department had issued orders to facilitate immediate registration of properties that meet the required conditions. The move covers properties with valid layout, building or apartment permissions issued by the Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority, Directorate of Town and Country Planning, municipalities or other local bodies.

The decision is intended to address cases where properties appear in the 22-A list despite having obtained the permissions required for development or construction. The list includes lands on which transactions are generally restricted, making the status of individual plots, houses and flats a significant issue for owners and prospective buyers.

The government has said that properties will not be treated as a single category. Eligibility will be assessed according to the nature of the land, the records available, the permissions obtained and any legal issues connected with the property. Applicants will also have to submit a link document for transactions undertaken after obtaining the required permissions.

District-level committees headed by Collectors will examine applications and resolve problems arising during the registration process. The committees will include the District Registrar and representatives of HMDA, municipalities or rural local bodies, depending on the location and nature of the property. Their role will be to examine the relevant records and determine whether a property meets the conditions for registration.

The announcement follows an assurance given by Chief Minister A Revanth Reddy in the Telangana Legislative Assembly on September 16 to address 22-A-related issues through a fast-track mechanism. The government’s latest order provides an administrative route for cases involving properties with documented statutory approvals, while retaining scrutiny of land records and legal claims.

The Revenue Minister also referred to steps taken to regularise houses in 64 colonies in the Rangareddy and Medchal-Malkajgiri districts under Government Order 118. He also cited the regularisation of houses belonging to Singareni workers under Government Order 76.

The district committees will now examine individual cases based on the documents submitted and the applicable permissions. Registration will depend on the outcome of that examination and on whether the property satisfies the government’s stated land, record and legal requirements.
