Government Agencies Take Over Slum Redevelopment

MUMBAI: In response to ongoing delays in the Slum Rehabilitation Authority (SRA) projects, Chief Minister Eknath Shinde has reallocated the responsibility for constructing 220,889 flats across 223 delayed redevelopment schemes to seven government agencies.

This strategic move aims to accelerate the redevelopment process and address the chronic inefficiencies associated with SRA-led initiatives. The newly assigned agencies—Maharashtra Industrial Development Corporation (MIDC), Maharashtra State Road Development Corporation (MSRDC), Brihanmumbai Municipal Corporation (BMC), Maharashtra Housing and Area Development Authority (MHADA), Mumbai Metropolitan Region Development Authority (MMRDA), City and Industrial Development Corporation (CIDCO), and Mahatma Phule Renewable Energy and Infrastructure Technology Limited (MAHAPREIT)—will assume a pivotal role in advancing these projects.

The BMC will take charge of 64 schemes on municipal land, while MHADA will manage 24 schemes on its properties. For government-owned lands, the redevelopment tasks will be divided among the agencies as follows: MMRDA will oversee five schemes, MSRDC will manage 46 schemes, CIDCO will handle six schemes, MAHAPREIT will be responsible for 57 schemes, and MIDC will oversee 21 schemes. This reallocation aligns with a government resolution issued on September 21, 2023, which permits collaborative ventures among local bodies, CIDCO, MHADA, and other entities for slum redevelopment across the Mumbai Metropolitan Region (MMR).

The BMC will act as the special planning authority for its designated projects, while the remaining schemes will follow the joint venture model set out in the resolution. The decision follows a June 2024 meeting where CM Shinde and housing department officials discussed the challenges facing SRA projects. MIDC and MSRDC were subsequently tasked with slum redevelopment roles to enhance project execution efficiency.

An official from the housing department explained that the move is intended to streamline and expedite the redevelopment process, which has been hampered by delays under the SRA’s management. “By involving other experienced agencies, we aim to overcome the frequent delays and expedite the completion of these critical projects,” the official said.
