Authorities in Palghar district on Wednesday completed the demolition of the remaining structures at the Roop Delta complex in Boisar after the Bombay High Court refused to continue interim relief against the unauthorised construction. The developer had begun removing the 54 commercial units, or galas, on Tuesday, ahead of the revenue department’s action.
The structures were located beside the Boisar-Tarapur Road on a plot identified as Survey No. 100. According to the report, the Palghar tehsildar had ordered the removal of all 54 units on February 3, 2026, after determining that they had been built without permission from the competent authority.
The developer challenged the tehsildar’s order before the district sessions court, but the court upheld the revenue authority’s decision. The matter subsequently reached the Bombay High Court, which cancelled an interim stay that had delayed enforcement. With relief denied at the district and high court levels, the revenue department proceeded with the demolition.
The developer began dismantling the units one day before the planned government action and asked shopkeepers to remove their belongings. Revenue officials later completed the remaining demolition in the presence of Palghar Naib Tehsildar Sambhaji Pawara, Circle Officer Vijay Gundkar, village revenue officials and other staff, according to the report.
The enforcement had earlier been delayed after the revenue department reportedly cited the lack of police protection. On September 9, the tehsildar’s office proposed the action and sought the required police deployment from the Palghar district police. The report said the availability of security cleared the way for the remaining work to be carried out.
The case had also become part of a wider local debate over enforcement against unauthorised construction in Boisar’s eastern areas. Residents had alleged that the administration acted quickly against unauthorised settlements on government and tribal-owned land occupied by low-income workers, while action against constructions associated with wealthier interests was delayed. Those allegations were reported as citizen criticism and were not independently established in the material available.
The revenue department is expected to prepare a formal panchnama after the unauthorised construction is removed and submit the report to senior officials. The action followed adverse decisions by the district construction authority, the Palghar sessions court and the Bombay High Court, according to the source report.
