Kolkata is preparing for a major shift in urban mobility after the West Bengal government confirmed plans to introduce a Water Metro network while integrating the state into the Centre’s Sagarmala 2 maritime development programme. The move is expected to strengthen river-based public transport, modernise waterfront infrastructure and improve connectivity across the Hooghly, offering an alternative to increasingly congested road corridors.
The proposed Water Metro system marks a significant expansion of inland water transport in eastern India, with Kolkata set to become one of the country’s cities adopting the model already being introduced across several riverine locations. Authorities are also preparing a multi-year pipeline of maritime projects covering port-linked infrastructure, coastal development, fishing facilities and island connectivity under the Sagarmala 2 framework.Urban planners say the initiative could reshape how residents travel across the metropolitan region by making greater use of the Hooghly River, an underutilised transport asset despite its central role in Kolkata’s history.
