Mumbai’s long-term transport strategy has taken another step forward after the Maharashtra government approved amendments to the city’s statutory development plan, paving the way for the proposed Versova Dahisar Coastal Road to be formally integrated into future urban planning. The decision provides greater planning certainty for one of the city’s key mobility projects while aligning land-use policies with anticipated infrastructure expansion along the western coastline. The Urban Development Department has accepted revisions submitted by the Brihanmumbai Municipal Corporation, allowing the proposed corridor and associated transport infrastructure to be incorporated into the revised Development Plan (DP) 2034. Urban planning experts view the move as an important administrative milestone, as statutory development plans guide land reservations, infrastructure corridors and future public investment across Mumbai.
The Versova Dahisar Coastal Road is planned as a 22.03-kilometre corridor connecting the city’s north-western suburbs with existing transport infrastructure. The proposal includes a 17.57-kilometre coastal section extending from Versova to the Goregaon-Mulund Link Road (GMLR) connector, alongside a 4.46-kilometre connector designed to improve integration with Mumbai’s broader road network. As part of the approved planning revisions, authorities have also incorporated an additional 11.37-kilometre coastal stretch between the GMLR connector and Dahisar into the statutory framework. The updated plan further includes approximately 3.54 kilometres of interchanges and connecting roads, strengthening the corridor’s role within Mumbai’s evolving transport network. The revised development framework also replaces an earlier proposed alignment between the GMLR connector and the Valnai Metro station with a new configuration. This adjustment requires corresponding modifications to land reservations and the location of certain public amenities, illustrating how major infrastructure projects often necessitate changes to broader urban planning strategies.
Transport planners note that integrating large infrastructure proposals into statutory development plans is essential for reducing future planning conflicts and ensuring coordinated growth. By formally identifying transport corridors within the city’s land-use blueprint, authorities can better manage utility networks, environmental assessments, property acquisition and future development around strategic infrastructure investments. However, urban experts also emphasise that expanding coastal transport infrastructure requires careful consideration of environmental resilience and community impacts. Mumbai’s coastline is increasingly vulnerable to rising sea levels, storm surges and extreme rainfall events, making climate-responsive engineering and ecological safeguards critical components of future project execution. Balancing improved mobility with protection of coastal ecosystems and public access will remain central to the project’s long-term viability.
The approval of the planning amendments does not constitute construction clearance but establishes the legal planning framework needed for subsequent stages of implementation. As detailed design, environmental approvals and execution plans advance, the Versova Dahisar Coastal Road will remain a significant element of Mumbai’s wider mobility strategy, reflecting the city’s efforts to improve connectivity while adapting urban infrastructure to future population growth and changing climate realities.
