CHENNAI: In a strategic move to expedite urban development, the state government of Tamil Nadu is set to implement the Land Pooling Scheme across six key satellite towns: Thirumazhisai, Chengalpet, Minjur, Kancheepuram, Thiruvallur, and Mamallapuram. This initiative, outlined in the policy note of the Chennai Metropolitan Development Authority (CMDA), aims to harness collective land resources for comprehensive infrastructure projects.
The policy underscores the integration of Land Pooling Area Development Scheme (LPADS) in targeted areas, encompassing approximately 242.81 hectares (600 acres). Specifically, Madambakkam (Tambaram Corporation), Agaramthen, and Kovilancheri villages (St Thomas Mount Panchayat Union) are slated for initial implementation under this scheme. Under the Land Pooling Scheme, disparate land parcels will be amalgamated and reconstituted into uniform plots. These plots will then be returned to the original owners as developed properties, thereby enhancing their land value. Simultaneously, allocated portions will be reserved for essential public infrastructure such as roads, neighbourhood parks, and amenities. Additionally, a strategic land bank will be retained for future commercial development, aimed at bolstering revenue streams.
Housing Minister S. Muthusamy announced plans to extend the land pooling initiative beyond Chennai, piloting similar projects across other cities and towns in Tamil Nadu. This decentralised approach aims to streamline land acquisition processes, addressing delays attributed to land scarcity and fragmented ownership. Notably, the revised rules stipulate that government acquisition of land can proceed if at least 50% of landowners consent to the pooling arrangement—a provision intended to facilitate smoother project execution and mitigate legal complexities. The initiative represents a paradigm shift in urban planning, offering a collaborative framework that aligns private land holdings with public infrastructure needs. By leveraging collective resources through land pooling, Tamil Nadu anticipates accelerated progress in its urbanisation agenda, fostering sustainable growth and equitable development across its expanding urban landscape.
