A high-level review of industrial strategy in Lucknow has cleared a set of proposals aimed at strengthening infrastructure, improving land allocation systems, and accelerating investment across Uttar Pradesh’s industrial corridors. At a recent board meeting of the Uttar Pradesh State Industrial Development Authority (UPSIDA), 34 proposals were examined and approved, covering areas such as industrial area planning, infrastructure upgrades, and policy reforms.

The decisions are expected to shape how industrial land is developed, monitored, and allocated in the coming years. A key focus of the deliberations was improving the quality and accountability of infrastructure delivery. Authorities approved the appointment of independent third-party agencies to audit construction and maintenance work across industrial zones. This move is intended to address long-standing concerns around execution quality while ensuring that industrial infrastructure meets investor expectations.

The meeting also cleared multiple layout plans and revisions for industrial areas across districts, reflecting a push to rationalise land use and align development with emerging demand patterns. Revised planning frameworks are expected to support more efficient utilisation of industrial land while accommodating sector-specific requirements. Central to the reform agenda is the expansion of the state’s industrial land bank. Officials directed policy amendments to increase available land for future industrial use, a critical factor as Uttar Pradesh seeks to position itself as a manufacturing and logistics hub. The state’s industrial development agencies have historically played a key role in building such infrastructure and facilitating investment through planned industrial zones.

The proposals also introduce changes to land allotment mechanisms. A hybrid model is being considered, where a majority of plots will continue to be allocated through standard processes, while a portion will be distributed via e-auctions. This is aimed at improving transparency, market-driven pricing, and equitable access for investors. Technology integration emerged as another major theme. Authorities approved the use of drone-based monitoring systems to oversee civil, electrical, and waste management works in industrial areas. By enabling real-time tracking and verification, such systems are expected to reduce delays, detect irregularities early, and improve overall project governance.

For urban and regional planners, these developments reflect a broader shift towards data-driven, accountable industrial infrastructure. As cities like Lucknow expand and integrate with surrounding industrial zones, the efficiency of such systems becomes critical to sustaining economic growth.
