Bengaluru is preparing for one of its largest property documentation exercises, with the Karnataka government set to issue more than one million e Khata certificates in April. The move marks a decisive shift in how the city manages land ownership records and signals a broader push towards transparent, technology-led urban governance.

The announcement was made by Karnataka’s Deputy Chief Minister, who also oversees Bengaluru’s urban development portfolio, outlining plans for a citywide distribution drive scheduled for April. Officials say the certificates will be issued to property owners whose records have already been processed under the digital framework. The e Khata system was introduced in late 2024 by the Bruhat Bengaluru Mahanagara Palike, replacing a paper-based system long criticised for delays, opacity and opportunities for manipulation. Under the digital model, property owners can apply, verify and download certificates online, reducing reliance on intermediaries and physical visits to municipal offices. Urban governance experts note that digitised land records form the backbone of accountable city planning. Clear property titles not only protect homeowners but also improve municipal tax collection, enable responsible lending and create a verifiable base for infrastructure planning. In a rapidly expanding metropolis like Bengaluru, accurate land data is increasingly linked to climate resilience planning, zoning enforcement and equitable service delivery.

Officials involved in the rollout indicate that over one million properties have already been processed digitally, and the April campaign will convert these approvals into formal e Khata certificates. The initiative is also intended to clear pending cases and bring uniformity to property databases across wards. Parallel to the certification drive, authorities have begun structured conversions of B Khata properties to A Khata status after due verification. Historically, B Khata properties have faced restrictions in sale, loan eligibility and development permissions due to irregular approvals. Regularisation, where legally permissible, is expected to unlock economic value while bringing more properties into the formal taxation and compliance net. Real estate analysts suggest that widespread e Khata adoption could reduce transaction friction in Bengaluru’s housing and commercial markets. Banks and financial institutions benefit from easier title verification, while buyers gain greater clarity on ownership history. At a systemic level, digital documentation helps curb fraudulent transfers and forged records that have periodically surfaced under manual systems. However, planners caution that digitisation alone is not a silver bullet. Data accuracy, grievance redress mechanisms and cybersecurity safeguards will determine long-term credibility. Integrating e Khata databases with spatial planning tools and water, waste and transport mapping systems could further strengthen sustainable city management.

As Bengaluru continues to absorb population growth and infrastructure expansion, the success of the e Khata rollout may well shape how confidently citizens engage with property markets and how effectively the city aligns growth with transparency and resilience.
